Start Menu shortcut to launch the program and not the folder containing the program

The Start Menu shortcut creates a shortcut to the folder with my program and uninstall file. But the shortcut in the Start Menu isn't like the other shortcuts in the Start Menu where you can directly click on a shortcut to launch the program or launch the uninstall file instead of just launching the folder. Is there way to create a Start Menu short cut that launches the program and not the folder containing the program?
